While THRU Project is not a child placing agency (CPA), the Heart Gallery of South Central Texas serves as your go-to resource hub for learning how to become licensed for foster-to-adopt.
What Is a Child Placing Agency (CPA)?
A Child Placing Agency is a private foster and/or adoption agency that partners with the Texas Department of Family and Protective Services (DFPS) to:
- Train and verify foster and adoptive parents
- Match children in DFPS conservatorship with loving families
- Provide support and services throughout the placement process
These agencies typically offer services at minimal cost to families who foster or adopt children in state care.

To learn more about the requirements for becoming a verified foster parent or approved adoptive parent, we invite you to attend one of our Fostering Communities Information Sessions:
- 2nd & 3rd Tuesday of the Month from 6:00-7:30PM– Virtual Sessions
- 4th Tuesday of the Month from 6:00-7:30PM – In-Person Sessions
These sessions offer detailed information about local CPAs and their licensing processes and give you the opportunity to connect directly with representatives who can answer your questions.

Fostering and Adoption Information Sessions
Mission Statement: “To create brighter futures for children in crisis by promoting individual success and healthy relationships in a safe, healing environment, giving children and families the tools to end the cycle of abuse.”
- Psychiatric and medical case management services.
- Specialized behavioral and mental health support for families and youth.
- Staff training in trauma-informed care (TBRI).
Mission Statement: “Foster care, grow hope, always serve! Divinity’s goal is to lead the State of Texas in providing hope and healing for children who have been removed and placed in foster care.”
- Post-permanency case management and caregiver support.
- Respite services and family bonding activities.
- Staff and partner professional training initiatives.
Mission Statement: “To create supportive and nurturing environments for children and families through advocacy, innovation, and the power of positive relationships. SJRC believes every child deserves to be heard, every family deserves consistent support, and every community thrives when we work together to build brighter futures.”
- Equine and Nontraditional Therapy: Payments to providers for equine or animal-assisted therapy and other evidence-based interventions to improve youth wellness. Includes support for Medicaid-approved therapists in underserved areas.
- Emergency Services: Assistance for essential needs-housing, food, utilities, transportation, and home safety repairs-to ensure youth and families remain stable.
- Respite Care: Funding for overnight or day camps, providing caregivers and youth opportunities to rest and recharge.
- Sensory / Family Bonding / Wellness: Purchases of sensory tools and wellness activities such as family camps, therapeutic games, art supplies, and stress-relief items.
- Caregiver Supports: Parent coaching, educational interventions, and support resources for caregivers.
- Training: Staff development and partner training opportunities.
Mission Statement: “Artvango’s therapeutic approach incorporates visual arts, music, movement, and play—creating multisensory pathways to healing for children who often cannot articulate pain verbally. This holistic method supports emotional regulation, builds self-esteem, and fosters long-term mental wellness.”
- Clinicians provide trauma-informed expressive therapy to children in the foster and adoptive care community who are victims of crime and have experienced trauma.
- Clinicians identify issues related to victimization and trauma and develop treatment plans to address these needs.
- Counseling sessions are designed to help children move forward from trauma and build healthy skills for long-term success.
Mission Statement: “Committed to supporting kinship caregivers through resource navigation, trauma-informed programming, and community engagement. The organization’s mission focuses on responding to the increasing number of grandparents and kinship caregivers stepping into parental roles—often unexpectedly and with limited access to formal support.”
