
THRU Project’s growth in the nonprofit sector has accelerated immensely in the past few years. In that time, we have added several high-value programs — housing, mental health support, the Heart Gallery of South Central Texas, and communication/transportation support — to serve youth with histories of foster care across the Texas Hill Country.
This growth can be attributed to our staff, who possess strong experience in social services pertaining to youth with a history of foster care, as well as the careful selection of board members who bring to the table a varied, but balanced set of business skills as well as a high level of passion for advocating for youth.

PROGRAMS MANAGER

POSITION SUMMARY
The Programs Manager provides leadership, oversight, and strategic support for THRU Project’s programs and
services. This role is responsible for ensuring high-quality program implementation, supporting program staff,
strengthening mentor and youth engagement, and maintaining compliance with organizational, contractual, and
grant requirements.
Reporting to the Director of Programs, the Programs Manager will lead with integrity, collaboration, and a
commitment to continuous improvement while advancing THRU Project’s mission and values. The ideal candidate
is a strong people manager, effective communicator, and passionate advocate for youth with lived experience in
foster care.
KEY RESPONSIBILITIES
Program Leadership & Operations
• Oversee day-to-day operations of THRU Project programs to ensure effective service delivery and positive
participant outcomes.
• Develop, implement, and evaluate program goals, objectives, and outcomes aligned with organizational priorities.
• Monitor program performance and recommend improvements to enhance effectiveness and impact.
• Ensure compliance with all organizational policies, grant requirements, licensing standards, and applicable
regulations.
• Collaborate with the Vice President of Operations and Director of Development to implement grant-funded
initiatives and outcomes, as well as maintain program sustainability.
• Adjust operational plans as needed to respond to changes in participation, funding, staffing, or organizational
priorities.
Staff Supervision & Team Development
• Supervise program staff, including hiring, onboarding, training, coaching, performance management, and
disciplinary processes.
• Foster a collaborative, inclusive, and accountable team culture centered on mission-driven work and professional
growth.
• Support staff development through regular supervision, feedback, and ongoing training opportunities.
• Encourage cross-department collaboration to strengthen organizational effectiveness.
Youth & Mentor Engagement
• Support outreach, recruitment, onboarding, and engagement efforts for youth participants and volunteer
mentors.
• Provide additional support and guidance to youth and mentors as needed to ensure meaningful program
participation and relationship development.
• Oversee the development and implementation of program curriculum, workshops, and group activities.
• Lead and facilitate trainings for youth, mentors, volunteers, and community partners.
Community Partnerships & Collaboration
• Build and maintain strong relationships with community organizations, funding partners, and regulatory
agencies.
• Represent THRU Project in meetings, collaborative initiatives, and community events.
• Coordinate with the Development and Communications teams to support community engagement and media
opportunities.
• Strengthen partnerships that expand resources and opportunities for youth served by THRU Project.
Financial & Administrative Oversight
• Monitor program budgets and expenses to ensure responsible stewardship of resources.
• Support data collection, reporting, and documentation requirements for grants and organizational evaluation
efforts.
• Maintain accurate records and ensure timely completion of reports and program documentation.
QUALIFICATIONS
Required Skills & Competencies

• Strong understanding of trauma-informed care, youth development, and equity-centered practices.
• Demonstrated leadership, organizational, and problem-solving skills.
• Excellent written, verbal, and interpersonal communication skills.
• Ability to manage multiple priorities in a fast-paced environment.
• Experience facilitating trainings, workshops, or group activities.
• Strong relationship-building and community engagement skills.
• Proficiency in Microsoft Office applications and basic database or data management systems.
• Ability to work collaboratively as part of a dynamic and mission-driven team.
Education & Experience
• Bachelor’s degree required.
• Minimum of two (2) years of professional experience working within the child welfare system or serving youth
impacted by foster care.
• Minimum of one (1) year of supervisory and program management experience required.
